2022 Legacy Professional of the Year: Chris Hooke, Ventura County
Chris Hooke has served as the Deputy Director over Design and Construction (D&C) of the County of Ventura Public Works Agency, Roads & Transportation since 1999.Prior to joining the County, he worked for 14 years in private consulting (Boyle Engineering).In his 24 years with the County of Ventura (in 2023), he has overseen the design and construction of approximately 200 transportation improvement projects on the County road system with a total construction value of over $280 million.Chris has a BS and MS from Brigham Young University in Civil Engineering and has a California PE license.In 2009 Chris served as president of the Ventura County chapter of APWA. He is married and has five children and nine grandchildren.
2022 Professional of the Year: Masoud Razavi, City of Thousand Oaks
Masoud Razavihas been with the City for over five years with increasing responsibilities and achievements. Masoud has worked on projects across the Department, including Engineering, Surveying, Land Development and Capital Improvement Projects, and has excelled in all aspects. This year alone, he provided excellent Engineering and Construction Management for challenging energy projects, such as EV chargers and new PV solar facilities. To this end he just successfully completed a large-scale 359kW solar canopy project over the City’s bus and transit area, which was a long-standing goal for the City. He is also the lead project manager for significant capital projects in the City’s growing Rancho Conejo Biotech hub. His persistent follow-through and project management were instrumental in successfully moving forward key grant funding opportunities for new bike lanes and pedestrian improvement projects. Masoud is an outstanding team player and continuous contributor to the high level of overall morale at the City and also on his project teams!
