The City of Thousand Oaks has an excellent opportunity for one or more individuals to provide department wide analytical, planning and project level support to advance the infrastructure, energy, utility, water and roadway safety goals of the Public Works Department. We are seeking a collaborative, self-starter to conduct a variety of responsibilities with competence and professionalism. The Assistant/Associate Analyst must exercise discretion and independent judgment, be highly organized, have demonstrated ability to meet deadlines, handle issues with sensitivity and have excellent communication and interpersonal skills.
The Assistant/Associate Analyst will also provide analytic, technical, programmatic and administrative support to a broad range of Public Work divisions and locations, including citywide engineering, capital projects, transportation, water, wastewater, stormwater, sustainability, landscape, fleet and transit.

Primary responsibilities:
Assist with the day-to-day operations, activities, and programs of the Public Works Department
Help lead in the Department’s Asset Management efforts to manage over $2 Billion in citywide infrastructure, including development of Master Plans
Provide administrative support to various Public Work divisions and locations
Provide staff assistance to Public Works management; provide staff support to a variety of committees, prepare and present reports and other correspondence as necessary
Plan, coordinate, implement, promote and oversee assigned programs and projects for various groups including engineering, sustainability, transit, landscape, streets, water, wastewater, stormwater and fleet
Assist with the citywide budget process and budget monitoring activities
Coordinate with other agencies on collaboration, best practices and new initiatives
Prepare and present technical and staff reports for Department, Council, and other stakeholders
Conduct transit and transportation related research, studies, and surveys
Analyze and interpret data to define transit needs (route planning, stop locations, and community needs)
Conduct operational related research, studies and surveys for energy, water, wastewater, stormwater, landscape, streets, and fleet
Analyze and interpret data to define operational needs
Assist in researching, negotiating, and monitoring assigned contracts and agreements with service providers; ensure work complies with contracts and agreements
Assist in the planning and coordination of projects from start to finish and ensure efficient management of multiple project plans to meet deadlines
Work independently and as a valuable team player on special projects by organizing, researching and coordinating information and requirements; planning, arranging, and meeting schedules
Coordinate in the design and implementation of public meetings and events including community outreach
Organize meeting information, prepare materials, facilitate when required
A Bachelor’s degree with major course work in public administration, business administration, marketing or a related field
Two or more years of responsible administrative and/or programmatic support experience, including at least one year of research, administrative or analytic experience; experience related to community activities and project coordination in a municipal government setting is highly desirable
Excellent interpersonal skills and demonstrated ability to work in a team-oriented environment
Excellent data management and analysis skills using MS Office applications, including Excel, Access, PowerPoint and others
Ability to learn and be proficient in utilizing multiple different software solutions
Demonstrated ability to produce excellent, detail-oriented results and meet deadlines while working autonomously on multiple tasks with frequent interruptions
Ability to identify alternative solutions, consequences or proposed actions, and implement recommendations in support of established goals
A valid class C California driver’s license
Additional desirable qualifications include:
Proficiency with software applications such as GIS, MS Access, Business Intelligence (Power BI, Tableau, Cognos), Bluebeam, and computer programming experience (VBA, SQL, Python, R etc.)
