Summary Description
The ideal candidate must be a self-starter with a can-do attitude, always willing to assist where needed and will have excellent organizational computer skills. Candidate will also have journey level experience in the construction of water and sewer system infrastructure and facilities; be able to read and interpret engineering plans, specifications, records of survey, legal descriptions and tract maps; ability to respond to emergencies and implement an effective course of action; be a clear communicator both orally and in writing; ability to establish and maintain effective professional working relationships; be able to resolve conflict and be firm when necessary, and clearly explain recommended solutions to a variety of stakeholders.

The Utilities Technician inspects construction of water and sewer system infrastructure and facilities for a variety of public works and private development projects; reviews plans and specifications of proposed construction; enforces compliance with project plans, specifications, contracts, and City of Camarillo and Camarillo Sanitary District (City/CSD) standards and regulations for water and sewer systems; maintains records and prepares reports on projects inspected; provides information and assistance to contractors, developers, engineers, and the general public in person, by telephone, or in the field; and implements backflow and cross connection program for potable water and reclaimed water distribution systems. This is a full journey level class with limited supervision.

Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Education/Training: Equivalent to the completion of the twelfth grade supplemented by college level course work in water, reclaimed water, sewer, and public works construction, engineering, or a related field.

Experience: Four years of increasingly responsible journey-level public works construction and operation experience with emphasis on water, reclaimed water, and sewer activities. Work experience within, or overseeing work of, a municipal water and/or sewer agency or district is preferred.

License or Certificate: Possession of a valid California driver’s license at a level appropriate to the equipment operated. Possession of a Backflow Device Tester Certificate issued by the County of Ventura within one year of employment. Possession of a Cross Connection Control Specialist Certificate issued by the USC Foundation for Cross Connection Control within one year of employment. Possession of a D3 Water Distribution Operator Certificate issued by the State Water Resources Control Board is desirable. Possession of a Grade II Collection System Maintenance Certificate issued by the California Water Environment Association is desirable.
